You need a licence to collect money or goods for a charitable purpose in WA. You don’t need a licence if you’re raising money for a non-charitable purpose.
You can get a licence by:
- applying for a WA charitable collections licence; or
- qualifying for a deemed licence.
Organisations – an organisation registered with the Australian Charities and Not-for-profits Commission (ACNC) can notify Consumer Protection of its intention to collect in WA. The organisation will then be taken to be licensed.
Individuals or unincorporated groups can partner with an existing licence holder.
You can’t run a charitable collection until you have a licence.

What information you will need to apply
Your application will need to include the following:
- The name, date of birth, and contact details of the organisation’s executive officers. Executive officers have control or make decisions for the organisation.
- A copy of the organisations governing document, such as its constitution, rules or trust deed. This is not required for WA incorporated associations.
- A copy of the organisations certificate of incorporation or registration. This is not required for WA incorporated associations.
- A copy of the organisation’s latest financial statements. This includes an income and expenditure statement and balance sheet. You can provide a balance sheet or statement of affairs if your organisation is new and has not completed a full financial year.
There is no fee to apply for a charitable collections licence.
A licence certificate will be issued if your application is approved. Your licence approval may include conditions.
Charities’ responsibilities
Licensed charitable organisations in WA must follow:
- any licence conditions
- the Code of Conduct.
- the requirements of the Charitable Collections Act 1946 (WA)
