Continuing Professional Development (CPD) for property professionals

The continuing professional development (CPD) learning activities are for licensed:

  • settlement agents
  • real estate agents
  • sales representatives
  • property managers 

CPD helps protect consumers and promotes confidence in the real estate industry.

The CPD requirements are set by legislation. Failure to comply may result in a penalty of up to $5000.

Changes to CPD

The following table compares the current and new CPD program. The new program will start on 1 January 2026

Subjects / topics

Consumer Protection set mandatory and elective subjects:

Consumer Protection will publish CPD subject and topic guidelines. 

Participants must attain at least one point from each of the three CPD subject areas every CPD year.

Participants  must keep their own records of completed CPD training for up to four years. 

Training providers must:

  • give participants a record of completion for the CPD activity
  • keep training records for four years.
Missed / Catch-up sessionsAgents could catch up on missed mandatory units if it was completed before renewal. All CPD points must be completed within the CPD year. 
Compliance Fine for not completing CPD

Two additional $1000 fines have been added for participants who

  • do not keep CPD records for four years
  • cannot produce CPD records when requested (without a reasonable excuse). 

CPD activity requirements from 2026

You must complete a total of five points each year, ending on 31 March if your licence/registration is current.

For the first year (2026), the CPD year will run from 1 January 2026 to 31 March 2027, after that the CPD year will run from 1 April to 31 March.

Your points must include at least one CPD point from each of the three specified subject areas:

  • legal requirements
  • ethics or professional responsibility
  • professional skills

Each subject has a list of approved topics available on:

Mandatory CPD topics may be set by Consumer Protection if required. You will be notified by the industry bulletin if this happens. There are none set for the 2026 CPD year. 

Courses will not qualify for CPD points if they are:

  • not listed in the subjects and topics
  • delivered by an unapproved training providers
  • focus on agency promotion, business development, sales skills, or personal development

Points

CPD points can only be earned from activities run by approved CPD training providers.

Training providers develop CPD activities and allocate the points earned. A maximum of one CPD point per hour of training can be given to each activity. 

An activity longer than one hour will have points based on its full duration. 

Activities can also cover more than one subject or topic. The points are distributed based on the time spent on each subject. 

Example: a three-hour CPD activity is made up of two hours of legal requirements and one hour of ethics or professional responsibility. The participant will receive two points for legal requirements and one point for ethics or professional responsibility. 

Late arrivals 

Participants who arrive more than 30 minutes late and stay for the remainder of the activity, will only be eligible for CPD points when they complete the activity. They must re-schedule the same activity with the same training provider to complete the missed part of the activity. 

New licences and triennial certificates from 2026

The total CPD points required depends on when you become licensed during the CPD year, shown in the table below:

Even if you only need to complete three points or less points for a CPD year, you must complete (where practical):

  • any mandatory topics set by the Commissioner
  • at least one unit from each CPD subject area

This means if you are required to complete:

  • three CPD points - complete one point from each subject area
  • two CPD points - complete the two points from two different subject areas
  • one CPD point - complete the point from a subject area of your choosing.

Completing extra CPD units

You can attend as many CPD activities as you like. You can't carry-over any extra points to the next CPD year.

CPD points were not achieved

All CPD points must be completed within the CPD year. Catch up will no longer be available from 2026. 

Catch up may be available for mandatory real estate or core settlement units set in 2024 and 2025. Contact training providers for more information. 

If you do not complete your CPD, you may be:

  • issued with an infringement notice
  • prosecuted
  • suspended or have your licence/registration cancelled
  • unable to renew your licence.

Keeping records

Training records should include the:

  • participant’s name as shown on their professional licence and licence number
  • title of the CPD activity completed;
  • date the CPD activity was undertaken;
  • method of delivery of the CPD activity;
  • duration in hours of the CPD activity and CPD points earned;
  • name of the approved CPD provider.

Training providers

You must comply with the Conditions of approval.

You must provide participants with a record: 

  • confirming completion of the CPD activity
  • within 14 days of completing the CPD activity. 

You must keep a copy of these training records for four years.

You no longer have to lodge attendance information with Consumer Protection. 

Failure to keep records, or produce records on request, may result in approval being revoked. It may also be affect being approved in the future.

Participants

You must keep a copy of your CPD training records for four years. 

You may be fined if you:

  • do not keep CPD records for four years
  • are not able to produce CPD records when requested (without a reasonable excuse).

In-house CPD training programs (Learning Category 4) 

This is no longer available. Only approved training providers can run a CPD training course. 

Remote and regional WA participants 

CPD can be completed online through an approved CPD training provider.

Interstate agents with an automatic deemed registration (ADR)

CPD does not apply to interstate agents with an automatic deemed registration (ADR). 

You must continue to meet CPD obligations of the state or territory where your licence was issued.

Interstate agents with a Western Australian licence

You still need to do your CPD in Western Australia (WA) if your occupational licence was granted under the Mutual Recognition Act (Western Australia) Act 2001. For further information see the mutual recognition page.

You many apply for an exemption to have interstate CPD activities counted towards your CPD. You must provide evidence of completion including the subject and training hours attended. 

CPD exemptions

You may apply for an exemption to your CPD requirements in exceptional circumstances.

Application must: 

  • be on the application for exemption form (available soon)
  • state if it is for a total or partial exemption
  • include supporting evidence.

You can only apply for an exemption during the CPD year to which the exemption application relates. You cannot apply for an exemption for a previous year.
